The BS407 is a completely optimised instrument for precise measurement of low resistances with a best resolution of 1Ohm. Most multimeters have a best resolution that is at least a thousand times lower than this. A very high resolution multimeter may attempt to resolve very low resistances, but it does so by resolving extremely low voltages (usually one nano-volt per micro-ohm), exposing it to severe inaccuracies due to thermal emf effects and noise. The BS407, on the other hand, generates enough test voltage across the unknown resistance to battle noise and minimise thermal emf effects to manageable levels. Any remaining thermal offset can then be eliminated via current reversal.
